When you arrive in LA, you’ll be admitted to the US and then you take a normal domestic flight to New York. There aren’t immigration checks on domestic flights; nobody will know or care where you are so long as you show up for your flight to Brazil, so there’s nothing stopping you from spending part of the 21 hours in Manhattan rather than hanging around the airport.
It is my impression that a B-2 tourist visa is usually no harder to get than a C transit visa, so maybe you should get a B-2 so you don’t have to worry about it.
