No doubts, Fortaleza is the best town in northeast Brazil. To be short, the most friendly people you can imagine (opened hearts), wonderful beaches, and beautiful girls ( so many brunettes with green eyes, as European blood). Any foreigner good guy or girl will be considered a family member, after few days of relationship.

I am a brazilian citizen, As the answer above said, fortaleza is the best city in northeast, but if you are searching for the most beautifull beaches and weather in the planet, go to the isle of Fernando de Noronha, trust me, its the most beautifull cite in the universe (after my face)
